or parcels must
properly code
and match their
addresses using
one of the
following
methods:

correct ZIP+4
code on each
mail piece
3.) Effective
August 1, 2007
With this
change, you will
be required to
process your
file through
CASS, DPV, and
LACSLink in
order to qualify
for automation
discounts.
A Move Update
will be a
requirement on
First-Class
discounted mail. The NCOALink is just
one of the
processes
available that
would meet the
Move Update
requirements.

Currently an
option,
beginning with
Cycle L of
CASS-certified
software, the
USPS will assign
a ZIP+4 code to
a mail piece
only if the
mailer uses
CASS-DPV to
confirm that the
input address
has a valid
primary number.
The USPS said
that under the
new system, an
average of 2
percent of the
addresses from a
mailing list
could lose their
automation
discount, but
that mailers
with higher
quality address
lists will
experience
smaller drops in
matching level.
The new DPV
requirement will
help mailers more
efficiently
reach more of
their intended
recipients
through the USPS
automated
processes, and
avoid lost
opportunities
with their
customers due to
undeliverable,
as-addressed
mail.
In a letter
filed by Charlie
Bravo, senior
vice president
of intelligent
mail and address
quality at USPS,
he recommended,
".......that
mailers not wait
until Aug. 1 to
improve their
address lists
immediately."
